1. What HR Outsourcing in Dubai Actually Covers

2. How HR Outsourcing Is Priced 

Per employee per month. The most common model for administrative HR and payroll services in Dubai. It scales directly with headcount, and the per-head rate usually falls as headcount rises. 

Fixed monthly retainer. A flat fee against a defined scope, banded by company size. Predictable, but confirm what happens when you cross a band. 

Modular. Payroll priced separately from employee relations or recruitment support. Useful when you only want to hand over part of the function. 

Whichever model you are quoted, ask for the price per component. A single bundled figure cannot be compared against a competing quote. 

3. What Is Usually Not Included 

Visa and PRO work. Government relations is a separate discipline. It is often billed separately or handled through a partner, so ask directly rather than assuming.

Emirati hiring. Advising on your Emiratisation target is not the same as filling the position. 

4. The Compliance You Are Actually Handing Over 

Two obligations make outsourcing worth considerably more than the administrative saving. 

Payroll timing. Under Ministerial Resolution No. 340 of 2026, effective 1 June 2026, wages must clear the Wage Protection System by the first day of each month. The former 15-day grace period was removed and the compliance threshold rose from 80 percent to 85 percent of total wages due. Legal advisers have specifically flagged payroll delegation arrangements as something employers should review under the new framework. If payroll is outsourced, confirm in writing who carries liability for a missed deadline. 

Emiratisation. Companies with 50 or more employees must raise Emirati representation in skilled roles by 2 percent annually. Non-compliant companies pay a monthly contribution for every unfilled position, starting at AED 6,000 in 2023 and rising by AED 1,000 each year. Ask whether your provider tracks the position or only reports it, and whether they can actually source Emirati candidates.
